What's in an ITP
- Work package scope, drawings and specification clauses
- Each inspection and test activity in construction order
- Acceptance criteria and tolerances from the specification
- Frequency and method of each check or test
- Hold points and witness points, and who signs them
- Records produced: check sheets, test certificates, photos
- Responsibilities: subcontractor, contractor and client
- Linked check sheets so the site team records it the same way

ITP questions
What is an inspection and test plan?
An ITP sets out every inspection and test for a work package: what is checked, when, against what acceptance criteria, by whom, and where work must stop for a hold point or a witness point. It is the backbone of the quality records that get you paid at handover.
What do you need from me?
The specification (for highways work, usually the relevant Series of the Specification for Highway Works), drawings, a description of the work package and any client hold or witness requirements.
Hold point or witness point?
A hold point stops work until the inspection is signed off. A witness point gives the client the chance to attend, but work can carry on if they don't.
